Understanding your Tax Bill

The amount of your property tax bill is based on four factors:  

1. Property Assessment

The value of your property, referred to as your assessment or assessed value, is determined by the Municipal Property Assessment Corporation (MPAC), an independent, not-for-profit corporation funded by all Ontario municipalities.

2. Tax Rate

Taxes, also called “municipal taxes”, is the amount levied by the municipality on the properties within its territories.  Taxes per property is determined by multiplying the tax rate determined by Council with the property assessment, as determined by MPAC.

3. Education Rate

A portion of your property taxes collected by the Township goes towards supporting the school system. 

By default, your property taxes support your municipality’s English public school board. However, you may be able to change the school board that your taxes support.

4. County Rate

The county rate is established by the United Counties of Prescott and Russell (UCPR). Taxes paid to the UCPR support regional social services.

Due Dates

Property tax bills are mailed out twice a year and are payable in four installments due at the end of March, May, August, and October.  

Late Payment Penalty and Additional Fees: 

  • If you require a receipt: Please return the entire bill along with your payment.  
  • Late payment reminder notices: Reminders are issued periodically.  
  • Returned payment: A fee of $20.00 applies for insufficient funds.  
  • Late payment penalty: Partial payments are applied first toward the outstanding interest and penalty (late fee of current year), then to the oldest outstanding taxes. A penalty of 1.25% for late payment is applied on the first day of each month.  

Special Charges Added To Your Final Tax Bill

Environmental Services Charges: This amount covers a variety of environmental services including weekly household waste collection, annual large item collection, hazardous waste collection, dog waste collection, dog waste bins, and mattress collection, to name a few. It also includes an amount transferred to reserve to cover expenses of the landfills. 

Fire Services Charge: This amount secures sufficient reserves for fire services capital expenditures, ensuring adequate service levels and compliance with provincial equipment standards and safety guidelines.  

Underground drainage, municipal drains, tipping fees, water and sewer construction, and any other related fees: All unpaid amounts as of July 1st will be added to your final tax bill.  

Additional or Supplementary Taxes: 
Additional or supplementary property tax bills may be sent under the following circumstances:  

  • If the assessment on a given property was not completed at the time the assessment rolls were prepared  
  • If construction of a new building has just been completed  
  • If a newly-constructed building has just become occupied  
  • If a property that was not previously taxable has become taxable  

Change of Ownership 

We update ownership information on the account only after receiving notice from a lawyer (buyer or seller).
